EPA Rejects Additional RRP Compliance Rule for Paint Testing

The Environmental Protection Agency announced Friday that they have rejected a proposed ruling to add additional lead paint testing requirements to the Renovation, Repair, and Painting (RRP) Rule. The proposed rule would have required contractors to take extra steps to demonstrate that lead paint dust in the work area was below regulatory levels. These extra steps include mandatory dust wipe testing and additional clearance requirements. The rule was widely rejected by contractors as an unnecessary extra expense.

Although contractors do not have to comply with these additional regulations, the RRP Rule is still being enforced. Builders Site Protection Protecting the Federal Courthouse in Downtown San Diego

Builders Site Protection has begun supplying surface protection products to the general contractor building the brand new San Diego courthouse downtown. The window mullions are being protected by Builders Site Protection’s threshold tape, which is a thick, durable, UV-resistant tape that can be used for all kinds of surfaces. The $361 million dollar federal courthouse has recently been honored as one of the US government’s best new federal buildings. The courthouse was designed by Richard Meiers and Partners and is expected to open in 2012.

Surface Protection featured during ON THE HOUSE radio podcast

Linus Pauling Center using Surface Protection from Builders Site Protection

     Builders Site Protection is providing Surface Protection for the new Linus Pauling Science Center at Oregon State University.

The new 105,000-square-foot building will house the Linus Pauling Institute, chemists from the College of Science, and contain classroom and laboratory space for students and researchers studying chemistry, biology, and life sciences.

The $62.5 million Linus Pauling Science Center is OSU's largest-ever academic building project. Funding for the new facility represents a public/private partnership including $31.25 million in state bonds, a $20 million grant from the Wayne and Gladys Valley Foundation, and a gift of $10.65 million from Al Reser '60 and Pat Reser '60. In addition, some 2,600 other donors have made gifts totaling more than $21 million to support the educational and research programs that will be housed in the building.

Scheduled for completion in spring 2011, the facility honors the legacy of Dr. Linus Pauling '22, a pioneering chemist and the only person to win two unshared Nobel Prizes.

Pre-Cleaning Before Renovation Could Save Contractors Money and Time

Good news for remodeling contractors! According to an EPA study, pre-cleaning a jobsite to minimize dust before beginning work can ultimately save money and time and significantly reduce lead hazards. Known as the Dust Study, EPA officials performed twelve interior and exterior renovation activities on fifteen vacant houses and documented pre and post renovation lead levels. Lead levels in houses that were not pre-cleaned prior to renovation were significantly higher than those that were: as much as twenty to thirty times higher. When a home was pre-cleaned and renovators complied with RRP dust control requirements, lead levels were reported as almost statistically non-existent.
The Dust Study indicates that if an area contaminated by lead dust is pre-cleaned before renovation activities, RRP compliance procedures may be reduced or even eliminated if lead levels are below the standard of toxicity. This will ultimately save contractors significant time and money in cleaning, collection, and disposal of lead paint chips. It also confirms that using heavy duty plastic sheeting, HEPA vacuums, and lead dust wipes further reduces lead levels.
